case of quantitative research methods, there are three classical criteria as in the experimental study design, in some cases can also be calculated - but how to best scientific methods be evaluated? If they can not because they charge less?

NO!

First, the three so-called classical criteria - often been criticized (eg, Sandra Harding, 1994) - especially the objectivity. Second, it is not just a predictable factors when scientific quality is discussed.
